This Engineered Flows runtime foundation is for GT and authorized internal operators only.

Not queue truth

This shell does not implement /control-tower/queue, a live queue API, static queue data, or a duplicate ControlTowerOS store.

Current physical source preserved

Building Flows / legacy MasterRegistryOS remains the current physical source until governed migration, parity proof, rollback, and cutover.

Readiness unchanged

This route is local runtime foundation proof only; it is not customer, deployment, maturity, or readiness proof.

The /control-tower shell is a static internal boundary page; future queue, evidence, and readiness routes require separate GT approval.
